Our verdict
Odoo is a business suite rather than a single program. Invoicing, customer records, sales, stock and accounting are separate apps inside one system, and you turn on the ones you want. It is the most credible browser-based answer for someone leaving a Windows-only business package behind.
The free tier is unusually generous. Odoo's pricing page offers One App Free with unlimited users, so a small business that only needs invoicing or only needs a CRM can run on it without paying. Adding a second app moves you onto a per-user monthly subscription.
Odoo also publishes Ubuntu, Debian and RPM packages of its community edition for running on your own machine. That is a job for someone comfortable with servers, and most home users are better off staying with the hosted version in a browser.
