Verdict: No
No. FastStone Image Viewer is made for Windows only and there is no Linux version. XnView MP is the closest replacement, and it is built for Linux by the same developer who makes its Windows version.
FastStone Soft lists Windows versions only on its product page. There is no Linux build, no Mac build and no browser version.
XnView MP is the nearest thing. Like FastStone it is a viewer and folder browser that also resizes, renames and converts batches of pictures, and it reads camera RAW files, PSD, HEIC and the rest. It is free for private and educational use, and it installs from your Linux system's app store.
You will notice small differences. FastStone's full-screen hover menus, where you flick the mouse to an edge to reveal tools, are not copied by anything on Linux, and its slideshow and comparison views are neater than most.
Your pictures themselves need nothing done to them. FastStone only ever read the files, so copy your folders across and they open as normal.

A full photo library with tags, albums, ratings and face recognition. More than a viewer, and it asks you to organise things its way.
Your files: Reads JPEG, RAW and TIFF, and stores its own tags and ratings alongside them.
Simple and fast. Opens a folder, moves through it with the arrow keys and does basic crops. No batch tools.
Your files: Opens the usual photo formats.
One stubborn program doesn't have to decide the whole question. You can keep Windows on the same PC and restart into it only when you need FastStone Image Viewer. Everything else you do can move.
