Does Jira run on Linux?

Yes, through your browser. Jira is used in a web browser, and Atlassian lists Chrome, Edge and Firefox as supported, all of which run on Linux. There is no desktop app to miss.
Jira has always been a website. Atlassian's supported platforms documentation lists the desktop browsers it tests, the current versions of Chrome, Microsoft Edge, Mozilla Firefox and Safari, and recommends a screen of at least 1024 by 768. Firefox and Chrome both run on Linux, so you are covered.
That means switching costs you nothing here. You sign in to the same Jira site, your boards, issues and filters are unchanged, and the only Jira software on your computer was a browser you already have.
If your company runs its own Jira rather than using Atlassian's cloud, it is worth knowing that Atlassian fully supports Linux as the server operating system for that too, and says its testing is done on Ubuntu. That is your administrator's problem rather than yours, but it does mean nothing about Jira is tied to Windows.
Atlassian also publishes a mobile app if you want issues on your phone. There is no Linux desktop app, because there is no Windows one either.
