Yes. The pgAdmin download page lists Linux packages for both Debian style and Red Hat style systems, alongside the Windows and macOS versions.
pgAdmin by pgAdmin Development Team · Coding · Has a Linux version
pgAdmin 4 is the standard graphical tool for PostgreSQL and it has always been available for Linux. The
download page offers APT packages for Debian and Ubuntu systems, RPM packages for Fedora and Red Hat
systems, a container image, a Python package and the source code.
It is worth knowing how pgAdmin is built, because it explains what you will see. The app is a web
application wrapped in a desktop window, so the Linux version looks and behaves almost exactly like the
Windows one. Servers you had registered are stored in pgAdmin's own settings rather than in the database,
so you either export them from the Windows machine first or add them again by hand, which takes a minute.
Your databases themselves are untouched by any of this. A PostgreSQL server does not know or care which
desktop you connect from, and a backup file taken on Windows restores on Linux without conversion.
Free tool that handles PostgreSQL alongside other databases. Better if you also connect to MySQL or SQLite, less specialised for Postgres administration.
Your files: Does not read pgAdmin server lists. Saved .sql scripts open as they are.
