Does Microsoft PowerToys run on Linux?
Verdict: No
No. PowerToys is a set of add-ons for Windows itself, so there is nothing to install on Linux. Several of the things it adds are already built into Linux desktops.
PowerToys is a collection of more than thirty small utilities that patch gaps in Windows. Microsoft builds it for Windows 10 and Windows 11 only. Because each utility hooks into Windows, the whole idea does not travel.
A fair amount of it you will not miss. The best known piece, FancyZones, snaps windows into a layout you draw yourself, and KDE Plasma has had custom tile layouts built into the desktop since version 5.27. A screenshot tool and a search box that finds apps and files are already part of every mainstream Linux desktop.
Some pieces have no direct answer. Remapping keys, Advanced Paste and pulling text out of an image are the ones people tend to notice are gone. Separate Linux apps exist for most of them, but they are separate apps rather than one tidy bundle with a single settings window.
Nothing of yours is stored in PowerToys, so there is nothing to move across.
This doesn't have to stop you
One stubborn program doesn't have to decide the whole question. You can keep Windows on the same PC and restart into it only when you need Microsoft PowerToys. Everything else you do can move.
