Verdict: No
No. Topaz Labs ships Photo AI for Windows 10 and 11 and for macOS only. There is no Linux build, so the closest free option is Upscayl for enlarging plus darktable for noise and sharpening.
Topaz Labs lists Windows 10 and Windows 11, and macOS 12 through 15, on the Topaz Photo page. Linux is not among them and there is no web version. The subscription only covers those two systems.
Photo AI bundles four jobs: enlarging, sharpening, noise removal and face recovery. On Linux you split them. Upscayl does the enlarging, using AI models that run on your own machine with no upload and no account. darktable and RawTherapee both handle noise reduction and sharpening as part of developing a raw file.
Expect a step down in quality. Topaz has spent years training models on a very large photo set, and free tools do not match it, particularly on faces and on very noisy night shots. For ordinary holiday photos and old scans the difference is smaller than the price gap suggests.
Nothing happens to your files. Topaz works on ordinary JPEG, TIFF and raw images and saves ordinary images back, so there is no locked format to rescue.

One stubborn program doesn't have to decide the whole question. You can keep Windows on the same PC and restart into it only when you need Topaz Photo AI. Everything else you do can move.
