Does Foxit PDF Reader run on Linux?

No. Foxit lists its PDF Reader for Windows, Mac, iOS, Android and the web, not Linux, so you will use a different reader. Free Linux readers handle everyday PDFs well.

Foxit's own page says the reader is available on Windows, macOS, iOS, Android and the web. There is no Linux download for the desktop reader.

This is one of the easier swaps to make. Foxit's appeal on Windows is that it opens fast and lets you highlight and comment without buying Acrobat, and Linux has free readers that do exactly that. Evince is already installed on most systems and is the one that opens when you double click a PDF. Okular does more, with better annotation tools and form filling. Both are free and come from your app store.

The gap is editing. Foxit's paid PDF Editor can change the text inside a finished PDF, and none of the free Linux readers can. If you need that, Master PDF Editor is the Linux program for it and it is paid.

Your PDFs are just files and open in any of these. Comments and highlights you added with Foxit are stored inside the PDF in the standard way, so they show up in Okular and Evince too.
