Verdict: No
No. Lightshot is offered for Windows and Mac, plus browser add-ons, and there is no Linux program. Flameshot does the same grab-and-annotate job and is already in every Linux app store.
The Lightshot site lists the app for Windows and Mac and extensions for Chrome, Firefox, Opera and Internet Explorer. There is no Linux version of the program itself.
The browser extension is a partial way out, because Chrome and Firefox both run on Linux. It only captures what is inside a web page though, so it cannot grab a window or your whole desktop.
Flameshot is the proper replacement and it is very close in feel. Press a key, drag a box, then draw arrows, boxes, text and highlights on the picture before you copy or save it. That is the Lightshot routine almost exactly. ksnip is the alternative if you also want blur and pixelate for hiding private details.
One thing you lose is the prnt.sc upload and the short link it gives you. Flameshot can upload to Imgur instead. Images you have already uploaded to prnt.sc stay where they are, and it is worth remembering that those links are public to anyone who guesses the address, on any operating system.

Same idea with more tools, including blur and pixelate. Also runs on Windows if you keep both machines.

Already on GNOME desktops, so there is nothing to install. No annotation tools, so you mark images up elsewhere.

One stubborn program doesn't have to decide the whole question. You can keep Windows on the same PC and restart into it only when you need Lightshot. Everything else you do can move.
