No. PDF24 says plainly that its Creator installs on Windows only and that Linux and Mac are not supported. Its online tools do work in a browser on Linux.
PDF24's own page states that the PDF24 Creator can only be installed on Windows systems, and that Linux and Mac are not currently supported. There is no installer to try and nothing to work around.
The same company runs a large set of free online tools for merging, splitting, compressing, converting and signing PDFs, and those work in any browser on Linux. The catch is the obvious one: files are uploaded to their servers rather than staying on your machine, which is exactly the opposite of what the installed Creator did. For a council form or a scanned receipt that may be fine. For anything with financial or medical details, it is not.
On Linux you do not need a single replacement, because the jobs split neatly. Merging, splitting and reordering pages is what PDF Arranger does, with a drag-and-drop window. Reading, annotating and filling in forms is Okular's territory. Signing and hand-annotating with a stylus suits Xournal++. And LibreOffice saves any document straight to PDF, which covers the printing-to-PDF habit.
Your existing PDFs are unaffected. A PDF is a PDF, and every one of these opens files made by PDF24.

One stubborn program doesn't have to decide the whole question. You can keep Windows on the same PC and restart into it only when you need PDF24 Creator. Everything else you do can move.
