Our verdict
PDF Arranger does the one job that sends people looking for a paid tool on Windows. It shows every page as a thumbnail, and you drag them into order, rotate them, crop them, delete them, or drop in pages from another file.
That covers most of what people actually use Adobe Acrobat for, which is combining a scanned form with a cover letter, or removing the blank page the scanner added.
It is only a page shuffler. Changing the words on a page, filling in a form or signing a document is a job for Okular or Xournal++. Used together, those three cover almost everything a home user needs from PDFs.

- Cannot edit the text or images inside a page
